Dawn is responsible for the strategic planning and operations of the Financial Sector Transformation Department. Her work focuses on three key areas; Accelerating the digitalisation of payments across the Government, Promoting and advancing financial inclusion, and creating an enabling ecosystem for Financial Technology (Fintechs), all critical drivers to realise the vision for a cashless society.

She brings over 15 years of senior leadership experience across various industries, including Financial Services and ICT Consulting, both locally and internationally. She also possesses a wealth of knowledge and expertise in stakeholder engagement, strategic planning, marketing, and communications.

Dawn is a member of the Chartered Institute of Marketing (CIM) and a recipient of the world’s first-place gold medal in Selling and Sales Management under the London Chamber of Commerce and Industry. A former lecturer in Marketing and a certified mediator, Dawn holds an International Masters (IMBA) from the Arthur Lok Jack Graduate School of Business and volunteers on the Technical Governance Committee of the Archdiocese of Port of Spain.
