Ms. Joycelyn Thomas-Vialmosa was appointed to the Board of Directors of the Trinidad & Tobago International Financial Centre in March 2022.

Ms. Thomas-Vialmosa brings a wealth of knowledge and experience to the TTIFC as a senior public servant with over 30 years’ experience in the fields of taxation and finance and over 17 years of managerial experience at various levels. During her tenure in the public service, both at the Inland Revenue and Treasury Divisions of the Ministry of Finance, she has been involved in several reform initiatives.  Whilst at the Treasury Division, some of her responsibilities included oversight for the development and introduction of financial management and accounting systems in the Public Service as well as prescribing the accounting procedures. She continues to perform a key role in the Public Financial Management Reform effort being undertaken by the Government of Trinidad and Tobago over the past five (5) years. 

Currently, Ms. Vialmosa is Acting Deputy Permanent Secretary at the Ministry of Finance. She has also served on several Committees as government’s representative and now brings her experience and expertise to bear at the TTIFC.

She holds a BSc. Economics (Upper Second Class Honours) from the University of the West Indies, St. Augustine and is a Fellow of the Association of Chartered Certified Accountants.
